As First Officer of the USS Voyager, he was responsible for executing the Captain's vision--but that wasn't how his path began in "Caretaker." A Maquis terrorist, he was thrust in to the role when stranded in the Delta Quadrant. Over time, he became indispensable to Captain Janeway and the epitome of what an outstanding Starfleet Officer should be.
